All students have a right to:

  1. Fully qualified, well-trained teachers and counselors;
  2. Sufficient high quality textbooks and learning materials;
  3. School classroom and facilities that promote learning and health;
  4. Safe and caring schools and classrooms free from harassment and violence;
  5. Clearly stated academic standards and long range goals;
  6. A course of instruction that prepares all students for college, the
    workplace, and civic participation;
  7. Academic progress supported by languages students understand;
  8. Fair and authentic assessment that guides instruction and supplemental
    help;
  9. Timely and accessible information about the availability of high quality
    learning conditions;
  10. An accountability system that allows students and parents to communicate
    th
    eir concerns to public officials responsible for, and charged with
    reporting on, the provision of each of these rights.

AB 2236 would empower students by:
  • Requiring that the Students' Bill of Rights be posted in every classroom
    and given to every parent and student in a language they can understand.
  • Requiring schools to designate officials who will be responsible for each
    of these rights;
  • Requiring that school officials report on complaints that students and
    parents file about their lack of access to these rights.
